Major Purpose:
Reports to the Director of Public Affairs, and is responsible for the strategic and operational planning and management of the FCM communications function, including the development and implementation of communications strategies, programs and services and the direction of a team of four people responsible for media relations, communications and outreach, and graphic design.
Provides strategic communications advice, planning and senior writing support to the Directors (Public Affairs; Policy and Research; and Advocacy), the Chief Executive Officer, and members of the Board Executive Committee, including the President, and is responsible for the quality and effectiveness of FCM internal and external communications (English/French), including the FCM website.
Collaborates in an integrated work style with managers across FCM and with other communications groups (Green Municipal Funds and FCM International) to ensure a coordinated, strategic and integrated approach to communications messaging, and overall quality and consistency of communications products.
Responsibilities:
Key Responsibilities: • Provides leadership, direction and guidance to communications staff on the implementation of strategic communications, stakeholder engagement and media outreach, and oversees the development and delivery of communications programs/activities (English/French) to advance FCM’s internal, program and advocacy objectives. This includes: providing counsel and expertise on approaches, opportunities, issues and priorities; continuous improvement and monitoring quality and process standards for FCM bilingual communications and publications; and assessing results and evaluating impacts; • Collaborates with senior management team to stay abreast of all advocacy and policy issues, analyzes communications requirements, and provides strategic advice and recommendations to advance FCM’s advocacy objectives; • Coordinates the communications aspects of participation by the FCM President, Executive Committee members, CEO and Board spokespeople in public events and ensuring their activities get appropriate media profile; • Provides senior writing and editing services for a broad range of communications and promotional products including key messages, Qs and As, letters to the editor, op eds, speeches, presentations, member advisories and Board reports; • Oversees the development and implementation of media strategies, briefing packages and media materials (such as media releases), and responds to or delegates response to all media and public inquiries; • Manages FCM web-based communications to ensure quality, accuracy, timeliness, relevance and alignment with overall communications strategies and standards; • Analyses program promotion and communications requirements in order to design and implement communications plans, and provide strategic communications advice; • Manages a high performing team of creative professionals responsible for delivering communications services to FCM and to the FCM President and Board Executive.
Qualifications:
Knowledge and Experience: • Requires strong knowledge and experience in the area of effective communications for anglophone and francophone audiences, including strategic communications planning, media relations, writing, document planning, editing, design and production typically acquired through a university degree in communications or journalism, and six to eight years of progressively senior professional experience in communications program design and management, with two years at the management level including people and operational management roles; • Requires experience working with municipal government and knowledge of policy and advocacy; and • Must be able to provide senior writing and counsel services in English, speak fluent French and have demonstrated experience in developing and managing processes and high standards for English/French language quality. • Marketing experience is an asset.
